What is Dual Use?

The term Dual Use identifies products and technologies that, although designed primarily for civilian purposes, may be misused for the manufacture, development, or maintenance of chemical, biological, or nuclear weapons.

Evaluating the actual end-use and end-users of the products is essential for a correct understanding of the export control terms applicable to individual cases. When evaluating industrial products developed through research and technological development, it is essential to clarify any dependencies on non-EU companies/financial support. The issue becomes even more important when the export involves a technology, not tied to a single product, often of an intangible nature and consequently offering a wide scope for potential applications.

The export of these products is therefore governed worldwide by a set of regulations aimed at countering the proliferation of weapons of mass destruction, recognized in the EU by Regulation EU/821/2021 et seq.
